1. Position Purpose
The FM Solutions & Operations Support Engineer will provide centralized technical and operational support across the Facilities Management portfolio, acting as a key interface between Operations, Business Development, Mobilization, Engineering, Procurement, HSE and other support functions.
The position is intended to strengthen the existing FM management structure by providing dedicated support for site assessments, new project mobilizations, operational readiness, technical solutions, tender support, project transitions, performance improvement and day-to-day operational requirements.
The role will not replace the responsibilities of individual FM Managers or FM Engineers. Instead, it will operate as a central support and intervention function, enabling project teams to maintain focus on daily service delivery while ensuring that new opportunities, mobilizations, technical challenges and portfolio-level requirements receive adequate management attention.
2. Key Responsibilities
A. Site Visits & Technical Assessments
- Conduct technical site visits for new tenders, existing projects, variations and potential FM opportunities.
- Assess MEP systems, civil infrastructure, specialist systems and overall facility conditions.
- Review asset registers, equipment condition, maintainability, accessibility and operational constraints.
- Identify technical risks, resource requirements, specialist subcontractor requirements and potential operational challenges.
- Prepare technical observations, site survey reports, condition assessments and recommendations.
- Support the development of preliminary manpower, equipment, tools, consumables and specialist service requirements.
- Coordinate with Operations and Business Development teams to ensure that technical assumptions are practical and commercially supportable.
B. Project Mobilization & Transition
- Lead/support FM mobilization activities following award of new contracts.
- Develop and coordinate mobilization plans, responsibility matrices, trackers and readiness schedules.
- Coordinate manpower deployment, technical resources, tools, equipment, uniforms, vehicles, accommodation and other operational requirements with the relevant departments.
- Support preparation and verification of asset registers and PPM schedules.
- Coordinate specialist subcontractor onboarding and statutory/technical requirements.
- Support CAFM implementation and operational data preparation.
- Establish reporting structures, escalation matrices and operational communication protocols.
- Monitor mobilization milestones and highlight risks requiring management intervention.
- Conduct operational readiness reviews prior to commencement of services.
- Support the transition from mobilization stage into steady-state FM operations.
C. FM Operations Support
- Provide direct operational support to FM Managers, FM Engineers and site teams across the portfolio.
- Support resolution of complex technical and operational issues requiring management-level intervention.
- Assist project teams during client escalations, major breakdowns, incidents and service delivery challenges.
- Review operational performance and identify opportunities for improvement.
- Support development and implementation of corrective and preventive action plans.
- Conduct periodic site performance reviews and operational audits.
- Support FM Managers in closing outstanding technical, operational and contractual actions.
- Provide additional management coverage during vacancies, leave periods, mobilizations or other temporary resource constraints.
- Support standardization of FM operational practices across projects.
D. Technical Solutions & Improvement
- Develop practical engineering and FM solutions for recurring operational issues.
- Review maintenance methodologies and recommend improvements to increase reliability and asset performance.
- Support root-cause analysis for significant failures and recurring technical issues.
- Coordinate with specialist contractors and OEMs where advanced technical intervention is required.
- Identify opportunities for energy efficiency, lifecycle improvement and operational cost optimization.
- Support preparation of technical proposals for rectification, replacement, refurbishment and improvement works.
- Develop technical scopes of work for specialist services and subcontracted activities.
E. Tender & Business Development Support
- Support Business Development during technical site visits and tender clarification stages.
- Review RFPs, scopes of work, asset information and client requirements from an operational perspective.
- Assist in developing manpower structures, shift patterns, PPM strategies, specialist service requirements, tools/equipment requirements and mobilization assumptions.
- Review proposed FM solutions to ensure they are operationally achievable.
- Identify tender risks, exclusions, dependencies and assumptions requiring clarification.
- Support technical presentations, methodology statements, mobilization plans and operational strategies for major FM bids.
- Participate in technical clarification meetings when required.
F. Operational Governance & Standardization
- Support the Director in establishing consistent FM operational standards across the portfolio.
- Develop and maintain standard operational templates, checklists, reporting structures and technical procedures.
- Support KPI/SLA performance reviews and improvement initiatives.
- Monitor recurring operational issues across projects and recommend portfolio-level solutions.
- Assist in resource planning and optimization across projects.
- Support lessons-learned reviews following mobilizations, major incidents and significant operational challenges.
- Promote stronger coordination between site Operations and central support departments.
3. Role Within the Organization
The position will function as a central FM Solutions and Operations resource reporting to the Director.
The role will work horizontally across the FM portfolio rather than being permanently assigned to one project.
The position will provide additional operational capacity to:
Director → FM Managers → FM Engineers → Supervisors/Technical Teams
while maintaining the existing accountability of each project manager.
This structure provides the organization with a flexible management resource that can be deployed where operational demand is highest, including:

5. Qualifications & Experience
Education:
Bachelor's Degree/Diploma in Mechanical, Electrical, Building Services,
Facilities Management or a related engineering discipline.
Experience:
Minimum 8–12 years of relevant experience in Facilities Management, MEP
Operations, Engineering Services or Technical Facilities Management, with
significant UAE/GCC experience preferred.

7. Strategic Requirement for the Position
The MEP/Hard Services division commenced operations in 2022 with approximately 52 team members. Since then, the division has expanded significantly and currently supports approximately 254 employees across multiple FM contracts and operational locations.
Despite this substantial growth in manpower, project portfolio and operational complexity, the core management support structure has remained largely unchanged.
This position is therefore required to provide additional management capacity and operational resilience to support the expanded portfolio.
Importantly, this is not intended as an entirely new management layer. The function has historically formed part of the MEP/FM organizational structure and corresponding manpower planning. The position was previously occupied by Fadi, followed subsequently by Adil, and following the departure of the latter, the position remains vacant.
Accordingly, the requirement represents the continuation and strengthening of an existing operational support function, rather than the introduction of an additional organizational layer.
Maintaining this position will allow FM Managers and FM Engineers to remain focused on their respective contractual and site responsibilities while providing the Director with a dedicated resource for cross-project operational support, mobilizations, site assessments, technical solutions and portfolio-level interventions.
With the continued expansion of the FM portfolio, this structure will improve management bandwidth, operational continuity, mobilization capability, response to client requirements and overall service delivery resilience.
